CAMBRIDGE, Mass. — According to a new report from Forrester Research, the United States remained by far the largest market for IT spending in the world in 2006, but the fastest growth rate by far was China. Domestically, salaries and benefits accounted for more than half of IT spending, followed by services and outsourcing.
