“The SCIF will be used on a regular and recurring basis, as NCUAstaff with appropriate clearances need to be able to engage insecure communications with other federal agencies, including otherregulators and law enforcement, during the normal course of agencybusiness, not just during emergencies,” NCUA Public AffairsSpecialist John Fairbanks told CU Times.

The NCUA board approved $1.2 million in its FY 2014 budget forthe facility. The mid-year budget, which was approved on July 31 ofthis year, included $170,000 for other security enhancementspartially related to the SCIF.

The NCUA said legislation and executive orders from formerPresident George W. Bush and President Barack Obama required theagency to construct the facility.
