Todd Harper, the director of the NCUA's Office of Public andCongressional Affairs, said the agency hasn't yet advertised thepost Small was the first person whose sole responsibility was tohandle media relations.

Previously, the head of the Office of Public and CongressionalAffairs functioned as both the agency's chief spokesman and contactperson with Congress.
