If Congress fails to pass a spending bill by Friday and the government shuts down, the NCUA will still be running as usual.

The NCUA is a self-funded independent agency and doesn't get its operating funds from a congressional appropriation.

The Senate is going to try to vote on a modified continuing resolution today that would fund the government beyond the end of the fiscal year on Friday.

The House passed a measure last week but the Senate rejected it because of a dispute over the funding of the Federal Emergency Management Agency.  The Senate is going to try to pass an amended version of the bill that restores some of the funding but the Democrats may not be able to get the 60 votes needed to end a GOP filibuster.
