ALEXANDRIA, Va. — Making the regulatory process more straightforward and transparent and improving the workplace environment are among the NCUA's top priorities for the next five years.

The five-goal strategic plan for 2011-2015, which the NCUA Board unanimously approved yesterday, "builds on previous plans but adds a goal of developing a regulatory environment that is transparent and effective."

The plan, which is required of all federal agencies, also includes a new goal of cultivating a workplace atmosphere that "fosters a diverse, well-trained and motivated staff."

The other three goals, which have been in previous strategic plans, are ensuring a safe and sound credit union system, promoting credit union access to all eligible persons and issuing "clearly articulated and easily understood regulations."

NCUA Chairman Debbie Matz said the outside challenges that could make it harder for the agency to achieve some of its goals include the country's economic difficulties and changes in the environment in which financial institutions operate.

James "TaB" Patrick, the NCUA's top planning official, said the agency will send copies of the plan to all employees and hold training about it. In addition, he said they would include items in the agency's budget which will enable staff members to take the steps necessary to implement the plan.
