Ensuring the safety of credit unions, making regulations more transparent and educating citizens about credit unions are among the proposed goals of the NCUA for 2011-2016.

The agency intends to use examinations and risk analyses as its primary tools to ensure that the system is "safe, sound and healthy."

It also will promote consumer protection and education to ensure that the system serves as many eligible members as possible.

The agency plans to write regulations with the idea of making them as easy to understand as possible and ensure that they balance regulatory flexibility and responsible oversight. It also pledges to create a work environment at the agency that fosters a "diverse, well-trained and motivated staff."

The board approved the goals last month and there is a 60-day comment period.
