Billionaire investor Warren Buffett said today that Congress may need to pass another measure to jumpstart the economy and criticized the effectiveness of the measure lawmakers enacted earlier this year.

I think that a second one may well be called for," he said on ABC's "Good Morning America" today. But, he added, "you hope it doesn't get watered down in many ways."

He said the last measure contained too many special interest projects and was "sort of like taking half a tablet of Viagra and having a bunch of candy mixed in."

Buffett also said that the nation's unemployment rate-which was 9.5% in June–"has a "ways to go" before it starts to go down.
