SAN FRANCISCO — Customers at 7-Eleven will now be able to reload Visa prepaid cards at any of the chain's 5,300 stores nationwide. The move expands the reach of Visa Readylink, a network the card program put into place for reloading the cards.

Critics and regulators have voiced fears that reloadable cards are vulnerable to money launderers, but the card brand said the network has safeguards against abuse and that people can only buy the cards after showing government issued identification.

"Visa's agreement with 7-Eleven significantly extends the national footprint of Visa ReadyLink, which means greater access, value and convenience for cardholders who desire a better alternative to cash and checks," said Todd Brockman, senior vice president, prepaid products, Visa USA. "Visa ReadyLink offers a critical infrastructure to respond to a direct need in the marketplace, while enabling merchant partners and member financial institutions to maximize the potential of prepaid products."

The card brand said that ReadyLink was designed to address key federal and state regulatory requirements relating to anti-money laundering and consumer protections.

"The service requires that every load transaction be received from the merchant through an acquiring bank and approved by an issuing bank that has identified the cardholder. Since both the issuer and acquirer are already regulated banking entities with Customer Identification Programs, the service meets federal and state security requirements," the brand said.
