Cathie Mahon on Frozen Funds, Unfinished Work

Inclusiv President/CEO Cathie Mahon joined CU Times for a wide-ranging conversation about the continuing legal fight over federal clean-energy grants, uncertainty surrounding CDFI funding and the challenges facing community development credit unions.

A major focus of the discussion was the ongoing battle over the Environmental Protection Agency's Greenhouse Gas Reduction Fund.

As you recall, Inclusiv was awarded $1.87 billion through the program in 2024, including $651 million intended for a first round of grants to 108 credit unions. The money was frozen in February 2025 after the Trump administration moved to terminate the program.

Inclusiv and other grant recipients sued, and the U.S. Court of Appeals for the District of Columbia Circuit ruled in August that the EPA's attempted termination violated the law. However, the funds have remained frozen as the federal government pursues further review of the case.

Mahon discussed what the lengthy delay has meant for participating credit unions and their plans to provide financing designed to help members reduce household energy costs.

The conversation also turned to the future of Community Development Financial Institutions.

Inclusiv has raised concerns about uncertainty surrounding federal support for the CDFI Fund, including funding for programs that provide capital to credit unions serving low-income and underserved communities.

Mahon discussed what those funding challenges mean for CDFI credit unions and how Inclusiv is looking beyond federal dollars to private investment and other partnerships to increase lending capacity.
