Catherine Galicia has been named senior policy counsel to NCUA Democratic board member Todd Harper.

Galicia, a longtime Capitol Hill staffer, joins the agency from the CFPB, where she directed legislative affairs, having been hired by former Director Richard Cordray.

Michael Radway, who has served as Harper's senior policy advisor, is retiring and moving back to Portland, Ore. Radway said that had been his plan when former Democratic board member Rick Metsger retired. He said, however, when Harper, a longtime associate, was nominated he agreed to stay on until a successor was hired.

Galicia served as senior counsel on the Senate Banking Committee while former Chairman Christopher Dodd (D-Conn.) was chairman and was part of the team that drafted the Dodd-Frank Act, according to her LinkedIn profile.

She said her focus was on drafting the part of that legislation that led to the creation of the CFPB and that she later helped draft a strategy that successfully led to Cordray being confirmed by the Senate.

Galicia also served as vice president of government affairs for Banco Popular and as associate vice president for legislative affairs at the Mortgage Bankers Association.

From 1995 to 2006, she served on several other House and Senate Democratic staffs.

Galicia holds a bachelor's degree from the University of Connecticut and a Juris Doctor from the Rutgers University School of Law.

"For more than two decades, Catherine has deeply impressed me with the breadth and depth of her knowledge of financial services and consumer financial protection policy," Harper said. "In advising lawmakers, regulators, and industry leaders, she has demonstrated excellent judgment, regularly built trust among stakeholders to forge bipartisan coalitions, and strategically resolved differences between parties.
