ARLINGTON, Va. — Mounting evidence suggests that Visa Inc.'s interchange cap on gasoline purchases may have come too late to prevent consumers shifting away from using debit or credit cards at the pump.

The card brand announced the cap on card interchange on gasoline purchases in June, but gasoline retailers appear to be already trying to get consumers to use cash or other cards.

In Northern Virginia suburbs of Washington, D.C., gasoline retailers have begun selling gasoline at a five cent per gallon discount if the purchaser uses cash or a oil company issued credit card.

The Pennsylvania Credit Union League has documented different strategies that gasoline retailers have adopted to move consumers away from cards and toward cash.
