WASHINGTON — America's Community Bankers recently announced that Barbara L. Shycoff will serve as its new senior vice president and legislative counsel and the promotions of four others in government relations.

"Barbara brings a wealth of experience to help ACB in promoting our legislative agenda on Capitol Hill," ACB President/CEO Diane Casey-Landry said. "Her career spans government service in regulatory and legislative positions, lobbying at a major financial services company, and experience at a bank."

Shycoff joined ACB from the Office of Thrift Supervision, where she served as special counsel in the regulation and legislation division since 2005. From 1995 to 2004 she was vice president of governmental affairs for American Express Co., where she managed the company's financial services advocacy in Washington. Prior to that, she was counsel to the House Banking Committee (now the House Financial Services Committee) from 1990 to 1993 and the Financial Institutions Subcommittee from 1993 to 1995. She also did an earlier stint in OTS' enforcement division from 1989 to 1990.

Shycoff holds a bachelor's degree in criminal justice, cum laude, from Old Dominion University, a J.D. from The George Washington University School of Law and an L.L.M. degree in banking law from the Boston University School of Law.

At the same time, ACB also promoted ACB four members of the government relations department, including Janet Frank to vice president for mortgage finance, Steve Kenneally to vice president of payments and technology policy, Greg Mesack to vice president of government relations, and Krista Shonk to senior regulatory counsel.
