St. Mary's Bank, Manchester, N.H., has promoted Debra Davis to senior vice president, director of commercial lending and business development and John Flanders to senior vice president, director of commercial portfolio and credit administration. Tower Federal Credit Union, Laurel, Md., has appointed Sean Zimmerman as vice president of operations and technology. Northeast Credit Union, Portsmouth, N.H., recently named Robert Wester as its new vice president – operations.
