HARRISBURG, Pa. – Pennsylvania State Rep. Kathy Manderino (D-Philadelphia) introduced a bill Nov. 28 that would outlaw payday lending in the Commonwealth by all institutions except banks, thrifts and credit unions. In June the Pennsylvania House passed legislation to regulate payday lenders for the first time, but Manderino said the practice should be made illegal. Similar legislation is pending in the state Senate.
