RANCHO CUCAMONGA, Calif. – Kelly Purcell, acting director of federal government affairs for the California Credit Union League, has been named director of federal government affairs. Purcell's promotion is effectively immediately. She will report to Bob Arnould, SVP, government affairs. In her new position, Purcell will oversee CCUL's advocacy efforts at the federal level on behalf of California and Nevada credit unions. Purcell has worked with the California League since October 2003 as its federal legislative affairs manager. She became acting director of federal government affairs in September 2004. Before coming to CCUL, Purcell was project manager and senior policy analyst for a healthcare consulting firm that analyzes publicly funded healthcare programs and develops state and federal policies. Purcell has also worked in Washington, D.C. as the grassroots manager for Citizens Against Government Waste, and public policy associate for the National Association of School Psychologists. To complement the federal advocacy work it conducts from its California headquarters, CCUL said it plans to retain a lobbyist based in Washington, D.C.
