DENVER – Four months after former Colorado Financial Services Commissioner David Paul retired from the position he'd occupied for 27 years, the civil service position remains unfilled. Paul retired Oct. 31. The executive director of regulatory agencies Tambor Williams is conducting a search for his replacement. Meanwhile, former deputy commissioner Fred Joseph who is currently Colorado securities commissioner is wearing two hats. The second is acting commissioner of financial institutions. Supervisory examiner David Francis says Joseph divides his time between the two agencies. He spends his mornings at the Division of Securities and his afternoons at the Division of Financial Institutions. Since retiring, Francis said Paul and his wife are splitting their time between their home in Colorado and another they own in Cape Coral, Fla. He said Paul is spending most of the time these days repairing damages his Florida home suffered from last year's hurricanes. In addition to Paul's departure from the agency last year, Francis said a few examiners also retired in 2004 who had been with the agency at least 20 years like Paul. All of their positions have been filled, he said, and Paul's is the only spot that remains vacant.
