ALEXANDRIA, Va.- NCUA keeps plugging along right on track withits original plans for the money-saving regional realignment plan,which will reduce the agency from six regions to five. NCUA askedthat credit unions and others to begin contacting Region VI at itsnew office headquarters in Tempe, Ariz. as of Nov. 1. NCUA will beclosing its Region IV office, currently based in Chicago, April 3,2004 to achieve this goal. Region IV will operate with a reducedworkload, just serving Wisconsin, after the start of the New Yearuntil it permanently closes. Starting Jan. 1, 2004, the regionswill transfer the workload among the new five-region structure andthe Concord, Calif. Region VI office will officially close. Therealignment was part of NCUA Chairman Dennis Dollar'sAccountability in Management initiative. The following is a look atthe new regional setup and the regional directors. -

[email protected] Region III Alonzo A. Swann III is theregional director in NCUA's Region III office in Atlanta, Ga. Swannjoined NCUA as an examiner in Gary, Ind., in Feb. 1983. He heldvarious positions within the agency during his career includingthree years as the associate regional director of field operationsin the current Chicago office. Swann graduated from IndianaUniversity with a BS in accounting in 1981 and earned a certificatein data processing and information systems in 1983. He served onactive duty in the U.S. Air Force for four years and continues toserve as a major in the Air Force Reserves. Swann is married withthree children. Region II Edward P. Dupcak became the Region IIdirector effective April 20, 2003. Immediately prior to that he wasthe director of the Office of Strategic Program Support andPlanning (OSPSP) and simultaneously the president of the CentralLiquidity Facility. Dupcak served as the associate regionaldirector for Region II before that. He managed the region's fieldexamination and supervision program, including resolving safety andsoundness issues at problem credit unions. Dupcak started at NCUAin 1974 and has served as a financial examiner in New York andWashington, D.C. In 1979, he joined the CLF staff in the centraloffice. He also held the position of investment officer anddirector of risk management in the Office of Examination andInsurance. In April 1995, Dupcak was selected to be the director ofthe Office of Investment Services, which was renamed OSPSP inJanuary 2002. He is a 1968 graduate of Syracuse University with abachelor's in economics and received an MBA in finance andaccounting from Long Island University in 1971. Region I Mark A.Treichel has served as NCUA's Region I director since April 2003following Layne Bumgardner's retirement. He began his career withthe NCUA as an examiner in 1986. While in the current Region V, healso held the positions of problem case officer and supervisoryexaminer. Treichel also served as director of special actions andinsurance in Region VI prior to becoming the acting director ofrisk management in the Office of Examination and Insurance in theNCUA's Alexandria, Va.-headquarters. He then spent two years asassociate regional director of operations in Region I before beingnamed NCUA's deputy executive director in 2000. Treichel holds anaccounting degree from the University of Minnesota - Twin Cities.Region V Melinda Love became the director of NCUA's Region VI onJuly 1, 2003, following the retirement of Bob Blatner earlier thisyear. Prior to this post, she served as the regional director inRegion IV, which is to be closed early next year. The currentRegion VI will then be renamed Region V. Love became a regionaldirector several years ago after serving as the agency's deputyexecutive director. She also served as the deputy director ofNCUA's Office of Examination and Insurance. Love began her careerwith NCUA in 1986 as an examiner in Northern California. In RegionVI, she held positions as a principal examiner, problem caseofficer, supervision analyst, and supervisory examiner. Loveparticipated in NCUA's management development program in the early1990s. Love also served as acting Region VI director of specialactions. Prior to NCUA, Love was a manager with the Department ofFacilities Management at the University of California, Berkeley,and an accounting manager for the Elk Grove Unified SchoolDistrict. Love also worked as an auditor with the University ofCalifornia, Berkeley, the USDA Office of Inspector General, and SRIInternational (formerly Stanford Research Institute). Herprofessional career began as an accountant with NASA, Ames ResearchCenter. The regional director holds a degree in accounting as wellas an MBA. She is a certified internal auditor and a member of theInstitute of Internal Auditors. Love participated in the Citizen'sAmbassador Program's 1991 accounting and auditing delegation toMoscow, St. Petersburg, and Pyatagorsk, Russia. Region IV Jane A.Walters currently serves as the director of NCUA's Region V office,soon to be renumbered Region IV. She got her start at NCUA as anexaminer in Cleveland, Ohio, and Chicago, Illinois in 1981. Shemoved up to problem case officer in Region IV and in Region II,prior to becoming the director of the Division of Special Actionsin Region II in 1987. Walters was named associate regional directorof Region IV in 1990 and in April 1994 she was appointed theposition of NCUA's controller. Walters became director of the NCUARegion II office in June 1995 and was appointed director of theRegion VI office in May 1998. She served as associate regionaldirector of Region V in 2000 and was named acting Region V directorin February 2001. The "acting" designation was removed by May ofthat year. Walters received a BS in accounting from the Universityof Dayton in 1980, and an MBA from Loyola University of Chicago in1984.
