WASHINGTON-House Financial Services Committee Chairman Michael G. Oxley (R-Ohio) has announced personnel changes in the reorganization of the committee's management for the 108th Congress. Committee Communi-cations Director Peggy Peterson has been promoted to deputy staff director and communications director. She has served as the communications director since January 2001, after many years as press secretary to Oxley in his district office. Carter McDowell has been promoted to chief counsel, after starting as senior counsel working on banking and financial institutions issues. He came from the private sector at the beginning of the last Congress. Additionally, Greg Zerzan has been promoted to senior counsel for legislation and Hugh Halpern continues as parliamentarian and director of legislative operations. Both joined Oxley's staff in January 2001. Oxley announced last month that Bob Foster, current deputy staff director, would become the committee's staff director as of January 1, 2003.
