Denise Gomez

The $1.7 billion, Capitola, Calif.-based Bay Federal Credit Union announced two promotions.

Denise Gomez was promoted to assistant vice president, branch manager at the credit union’s new branch in Marina, Calif. Gomez has been with Bay Federal for over eight years, most recently serving as the service manager at the credit union’s Capitola branch. Over the years, she has steadily advanced through various member service and leadership roles and is an active member of Bay Federal’s internal Community Support Committee. Earlier this year, she represented the credit union at Crash the GAC, a national program that empowers emerging credit union leaders at America’s Credit Unions’ Governmental Affairs Conference. In her new role, she will lead the overall success of the branch, bringing together strong leadership, exceptional service and high performance.

Lily Garcia-Johnson was promoted to assistant branch manager at the credit union’s new branch in Marina, Calif. Garcia-Johnson has over five years of financial services experience. She previously served as the lead financial service officer at the credit union’s Watsonville, Calif., branch. In her new role, she will support Gomez in managing daily operations and delivering efficient, member-focused service.

The $7.9 billion, Poughkeepsie, N.Y.-based Hudson Valley Credit Union announced one promotion, two new hires and two role changes.

Julie Barr was promoted to vice president and director, deposit operations. In her new role, she will oversee departmental strategy execution, resource planning and cross-functional initiatives to optimize operations within all areas of deposit operations. She’s also responsible for the strategic direction and operational oversight of deposit operations.

Erin Hartnagel was hired as vice president and director of enterprise consulting. In her new role, Hartnagel is responsible for leading a strategic internal consulting function that partners with executives and business leaders to assess business challenges and functional areas, design solutions and prepare high-impact projects for intake into execution pipelines. In her most recent role, she served as delivery director at Backbase, a fintech company.

William Lionhood was hired as vice president and director of strategy and transformation. In his new role, Lionhood drives HVCU’s strategic initiatives, fostering cross-functional collaboration and leading transformative projects. He also aligns business strategies with corporate objectives and ensures successful execution of growth and transformation efforts. In his most recent role, Lionhood served as executive director and region manager of the Fairfax Central District at Wells Fargo Bank.

Joseph Oliva was named vice president and director, card and payments operations. In his new role, Oliva oversees departmental strategy execution, resource planning and cross-functional initiatives to optimize operations across debit, credit, ACH, wires and payment services. In addition, he is responsible for the strategic direction and operational oversight of card and payment operations.

Kristen Labulis was named branch manager of the Rhinebeck Branch in Rhinebeck, N.Y., after serving as branch manager of the Kingston Branch in Katrine, N.Y., since 2022. In her new role, Labulis oversees operations to drive membership acquisitions by strengthening member relations. Additionally, she provides consistent development to staff, setting clear goals, objectives and expectations for the branch.

The $2.3 billion, Edgewood, Md.-based APG Federal Credit Union hired Kevin Stehl as chief experience officer. Stehl brings more than two decades of leadership experience, having most recently served as chief solutions officer at the $5.5 billion, Linthicum, Md.-based SECU. He previously held senior leadership roles at Capital One and ING Direct. Stehl also served as president of the Fair Hill Nature Center, mentored students at East Side Charter School and coached youth sports for over a decade. He also advises several early-stage fintech companies. He holds executive education certificates in artificial intelligence and strategic management from MIT Sloan and Wharton, as well as an MBA from the University of Delaware.

Jamie Sykes, manager of the $956 million, Hunt Valley, Md.-based Point Breeze Credit Union’s Hunt Valley Office, was named to The Daily Record’s 2025 list of Leading Women Under 40. Winners were selected based on their professional experience, community involvement and commitment to inspiring change. The honorees were chosen by previous Leading Women Under 40 honorees and a representative of The Daily Record.

Heather Wessley

The $3.1 billion, Appleton, Wis.-based Fox Communities Credit Union announced two promotions.

Heather Wessley was promoted to vice president of community impact. Wessley joined Fox in 1999, where she has successfully led business development and community engagement efforts, bringing in new members, building partnerships with local organizations and nonprofits, and externally representing Fox at events, through sponsorships, in media appearances and more. In her new role, Wessley will lead the strategy for driving even greater community engagement, reinforcing Fox’s role as a trusted and caring community partner.

Steve Gineris was promoted to SVP of mortgage lending. Gineris joined Fox in 2020 as vice president of retail lending service and sales, and has extensive mortgage experience and expertise in sales and operations. In his new role, Gineris will lead and direct mortgage lending functions, ensuring alignment with organizational goals and compliance with regulatory standards. He is responsible for strategic planning, team leadership, business development and risk management to drive mortgage loan portfolio and servicing growth, while maintaining high ethical and operational standards.

SOUTH

Richard J. Skaggs, president/CEO for the $1.3 billion, Tampa, Fla.-based USF Credit Union, was reelected to serve a second term as chair of the Board for The League of Credit Unions & Affiliates. Skaggs has more than 30 years of executive leadership in financial services, including the past 15 years as president/CEO of USF CU. As chair of the Board, he will continue to help guide the League’s strategy to elevate the credit union movement through advocacy, member impact and innovation.

The $186 million, Duncan, Okla.-based Endurance Federal Credit Union announced the appointment of Mike Queener to its board of directors as an associate board member. Queener currently works for Shreveport Rubber and Gasket and worked for Halliburton for over 41 years. During his time at Halliburton, he participated in the Halliburton Presidential Leadership Excellence Program as well as the Zig Ziglar Team Building and Motivational Program.
