HARRISBURG, Pa. – The state General Assembly failed to pass in the final hours of the 2001-2002 session a garnishment amendment that would have given creditors the power to garnish wages of debtors. Pennsylvania is one of only four states that does not allow this practice. According to the Pennsylvania Credit Union Association, a coalition of debt collectors, retailers, financial institutions and other groups has been working to advance wage garnishment in the state legislature for the past several years. The coalition was successful in amending wage garnishment provisions into Senate Bill 253 in the State House Appropriations Committee. The provisions were later amended from the bill, which failed to gain passage before the session ended.
