Defense Finalizes On-Base Rule as Instruction

WASHINGTON - The Department of Defense finalized its rule last week on personal commercial solicitation on military bases.

The initial proposal was to issue the rule change as a "directive," but instead it was issued in final form as an "instruction," according to NAFCU Senior Counsel Carrie Hunt, which is a bit easier to change.

NAFCU applauded changes from the proposal that made the process for handling violations more clear and strengthened the on-base financial institutions' position in educating the military personnel on financial matters. The rule aims to curb abusive sales of insurance products to members of the military.

The instruction was effective immediately.
