The World Council of Credit Unions (WOCCU) is positioning itself as a more advocacy-driven global force after a year marked by deep financial and operational disruption.

According to its 2025 Impact Report, the organization helped reshape the global credit union landscape despite the loss of critical USAID funding, which triggered widespread layoffs, budget reductions and a leadership transition.

In response, WOCCU shifted its focus toward system-level influence, engaging global policymakers and advancing proportional regulatory frameworks. The report noted that WOCCU successfully influenced international bodies including the Financial Action Task Force and the G20, promoting risk-based standards that better reflect the cooperative model.

At the same time, the organization maintained its role as a global convener, drawing more than 2,000 attendees to its World Credit Union Conference and reaching over 3,000 participants through digital platforms. Peer exchanges and global forums helped strengthen collaboration and governance practices across multiple regions.

The report showed WOCCU continued targeted development efforts through its "Rally the Movement" campaign, supporting financial inclusion initiatives in Ukraine, Guatemala and Kenya. These programs delivered measurable outcomes, including loans, new savings accounts and small business financing.

Looking ahead, WOCCU is advancing a "WOCCU 2.0" strategy centered on advocacy, member services and demonstrating the cooperative difference, signaling a long-term shift away from reliance on government funding toward a more diversified and resilient model.
