The Defense Credit Union Council (DCUC) has thrown its support behind H.R. 6644, the Housing for the 21st Century Act, urging House leaders to move quickly toward passage as lawmakers prepare for an expected floor vote. In a letter sent to House Financial Services Committee Chairman French Hill and Ranking Member Maxine Waters, DCUC said the legislation addresses a growing housing affordability crisis that disproportionately impacts military households.
DCUC warned that housing costs have become a direct threat to financial stability and readiness for service members who relocate frequently and rely heavily on private housing markets near military installations. The group cited data showing that 77% of military families pay more than $200 per month out of pocket beyond their housing allowance, a strain that can erode savings and long-term resilience.
The council praised the bill's supply-focused approach, including provisions to streamline housing development, modernize federal housing programs and expand access to homeownership financing. DCUC also strongly endorsed Title VI of the legislation, which includes Sections 603 through 605 aimed at modernizing credit union supervision and governance using a risk-based framework.
"These provisions would reduce duplicative regulatory burdens while preserving safety and soundness," DCUC Chief Advocacy Officer Jason Stverak wrote, allowing credit unions to redirect resources toward lending, housing support and member services.
Looking ahead, DCUC urged House leaders to include additional bipartisan priorities during House–Senate negotiations, including modernization of the NCUA's Central Liquidity Facility and passage of the Veterans Member Business Loan Act, measures it said would further strengthen housing markets and local economies without new taxpayer costs.
