The $337 million, Visalia, Calif.-based Tucoemas Federal Credit Union promoted Evie Garcia to vice president of consumer lending. Garcia has been with Tucoemas for 23 years, most recently serving as assistant vice president of consumer lending since 2022, and has a wealth of knowledge in consumer lending, process improvement, training and team leadership. In her new role, she will focus on improving efficiency and consistency in lending processes, supporting steady loan growth while managing credit risk and enhancing collaboration across departments.

The $2.2 billion, Lowell, Mass.-based Jeanne D’Arc Credit Union announced six promotions.

Katie Allard was promoted to vice president – system applications. Allard has been a member of the Jeanne D’Arc team for the past 27 years. Her accomplishments at the credit union have included driving operational efficiency and fostering innovation, streamlining processes and managing vendor relationships to achieve scalable, cost-effective technology solutions.

Karen Manuelian was promoted to vice president – marketing. Manuelian has been working in the credit union industry since 2009 and joined Jeanne D’Arc in January 2024. In her new role, Manuelian will continue to lead the marketing department with creativity and purpose, overseeing a talented team and shaping impactful campaigns that resonate with members and the community.

Rachel DaSilva was promoted to assistant vice president – cybersecurity. Her accomplishments during her time at Jeanne D’Arc have included efficiently managing incident response efforts, ensuring rapid containment of phishing and spoofing attacks while minimizing impact by coordinating with external authorities, implementing advanced email security measures, resolving infrastructure challenges and maintaining regulatory standards. She holds an MBA from Framingham State College in Framingham, Mass., and is CompTIA – Security+ and CompTIA – Project+ certified.

Michele Desmarais was promoted to officer – senior marketing analyst. Desmaris is Jeanne D’Arc’s second-longest tenured employee, with 35 years of service. She holds an MBA from UMass Lowell.

Sheryl (Sherry) Hamilton was promoted to officer – accounting supervisor. Hamilton has been with Jeanne D’Arc for nearly 30 years and leads a team of four.

Brandy Siegler was promoted to vice president – facilities. Throughout her tenure of over 23 years at Jeanne D’Arc, Siegler’s accomplishments have included managing daily supply chain operations and vendor relationships, ensuring that facilities run smoothly across the credit union, and leading significant initiatives including major building openings, branch renovations and improvements.

The $340 million, North Chesterfield, Va.-based Dominion Energy Credit Union hired Niki White as CFO. White, a Certified Public Accountant, brings more than two decades of experience in finance, risk management and strategic leadership across banks, credit unions and financial technology organizations. Her background includes extensive work with capital planning, ALCO, enterprise risk management, financial reporting and board-level communication. White most recently served as chief growth officer at Lumio Solutions (formerly Strategic Risk Associates) a technology and analytics company serving more than 150 financial institutions. Prior to that, she held several senior finance and risk roles, including serving as controller and chief risk officer at First Capital Bank.

ALM First Executive Benefits, LLC, a subsidiary of the Dallas, Texas-based financial advisory firm ALM First, announced two new hires.

Cameron Kasteler was hired as director, executive benefits. Kasteler brings more than 20 years of experience in the financial services industry. He previously served as director relationship management for Gallagher, and as a financial advisor and financial analyst for Wells Fargo and Merrill Lynch.
