The Defense Credit Union Council (DCUC) is calling on federal regulators to modernize financial policy in two key areas, affordable housing access and digital asset regulation, arguing both reforms are essential to credit unions’ ability to serve members and communities nationwide.
In a letter to Federal Housing Finance Agency (FHFA) Director Bill Pulte, DCUC urged the agency to include a focus on reducing regulatory burdens within its 2026–2030 Strategic Plan, particularly under its goal of supervising the Federal Home Loan Bank (FHLBank) System.
“Expanding access to the FHLBank System and reducing regulatory barriers will empower credit unions to better serve military families and strengthen local economies,” Anthony Hernandez, DCUC's president/CEO, said. Chief Advocacy Officer Jason Stverak added that ensuring fair, efficient FHLBank participation “will further guarantee the system remains an inclusive partner for credit unions nationwide.”
Simultaneously, DCUC has engaged the U.S. Treasury Department’s Office of General Counsel on implementation of the Guiding and Establishing National Innovation for U.S. Stablecoins (GENIUS) Act, advocating for regulations that allow credit unions to safely participate in the digital finance space.
The organization urged tailored oversight based on institutional size, regulatory parity with banks and fintechs, and uniform compliance standards for all stablecoin issuers under anti-money laundering (AML) and Bank Secrecy Act (BSA) laws.
“Credit unions ensure financial well-being in every community,” Hernandez said. “As Treasury develops the rules for the digital economy, it’s imperative we advocate for fair, practical regulations that recognize credit unions’ vital role in advancing financial inclusion and stability.”
DCUC said it will continue working with Treasury, FHFA and the NCUA to ensure future rulemaking supports innovation without undermining credit unions’ ability to serve their members.
