A new report from the Filene Research Institute, supported by the World Council of Credit Unions (WOCCU), spotlighted how credit unions across the United States are tackling the country’s widening affordable housing gap through creative financing, partnerships and member-focused lending.

The study, Housing Innovation Series: Part 1 – Credit Union Opportunities in Global Housing Solutions,” focused on domestic examples that illustrate how credit unions are leveraging their cooperative structure to respond to local housing needs. Filene researchers noted that while the affordable housing crisis is a global problem, U.S. credit unions are uniquely positioned to innovate because of their community roots, mission-driven ethos and flexibility in product design.

The report highlighted several examples of housing innovation among U.S. credit unions, including:

  • Partnership-based housing finance programs, where credit unions work with nonprofits, municipalities, and developers to create affordable options for low- and moderate-income members.
  • Employer-assisted housing loans, helping members who work in essential service sectors — such as education and health care — secure stable housing near their workplaces.
  • Affordable mortgage and down payment assistance programs, which extend access to first-time homebuyers traditionally excluded from conventional financing.

Filene’s analysis found that these efforts align with credit unions’ social purpose and demonstrate scalable strategies for reducing financial barriers to homeownership. The report also called for broader collaboration among financial cooperatives, community organizations and public agencies to strengthen local housing ecosystems.

This publication marked the first installment of Filene’s Housing Innovation Series, a multi-phase initiative exploring how cooperative finance can address housing affordability challenges nationwide.
