The NCUA announced this week that it will make $3.465 million in technical assistance grants available through the 2025 Community Development Revolving Loan Fund (CDRLF), with awards designed to help low-income-designated credit unions modernize operations and expand member services.
According to a filing in the Federal Register, the agency said it expects to distribute between 85 and 115 awards, with the average grant size around $26,000. Applications open Oct. 15, 2025 and must be submitted by Dec. 16, 2025.
Funding will be awarded across six categories. Credit unions can seek up to $50,000 for new charter capacity building, $25,000 for student internships or $25,000 for technology, cybersecurity and AI projects such as chatbots, analytics or enhanced cybersecurity measures. Training grants of up to $25,000 are available to build management and staff skills, while underserved outreach projects can qualify for up to $50,000. A select group of past pilot awardees may also apply for up to $100,000 under the “Impact Through Innovation” continuation funding.
Only credit unions with a low-income designation in good standing are eligible. Each credit union may submit up to two applications but will receive no more than one award. Institutions with CAMELS 4 or 5 component ratings are limited to a maximum of $25,000.
The NCUA said the program aims to help smaller institutions strengthen their infrastructure while increasing access to affordable financial services in underserved communities.
