America’s Credit Unions (AmCU) is urging the NCUA to adopt a new “proof of concept” framework aimed at making it easier for groups to organize and secure a federal credit union charter.
In a recent letter to the agency, AmCU said the current chartering process has become overly complex and discouraging for many potential organizing groups. The proposed proof-of-concept model would allow community leaders and organizers to engage with the NCUA early, test the viability of their business plan, and receive feedback before committing extensive resources to the full chartering process.
AmCU argued the approach would not only increase the number of successful new credit unions, but also strengthen financial inclusion by opening doors for underserved communities. The organization noted that new charters have been rare in recent years, citing regulatory burdens as a key obstacle.
“Providing prospective organizers with a clear, constructive pathway at the outset will increase the likelihood of success and support the agency’s mission of promoting access to affordable financial services,” the letter stated.
The trade group also emphasized that credit unions founded through this process would remain subject to the same rigorous oversight and safety standards as existing institutions, ensuring member deposits remain secure.
If adopted, the proof-of-concept initiative could represent the most significant update to the NCUA’s chartering framework in decades, with the potential to expand credit union reach at a time of rising demand for community-based financial services.
