The Credit Card Act of 2009 has helped the percentage of consumers dissatisfied with their credit cards drop slightly, but credit cards remain on of the lowest ranked consumer services ever.

Consumer Reports conducted the survey of over 1,200 consumers over 18 years of age in July of this year, the organization reported.

The survey found that consumers are carrying lower credit card balances than they had a year ago, $3,793 compared to roughly $4,900 in 2009.

The survey found that 23% of consumer who carry a credit card balance owed more than $10,000 (down from 30 percent last year). Yet 18% said they wouldn't be able to handle their expenses for six months without credit cards; 19% said it would take longer than two years to pay off their balances; and 20% didn't know when they'd be able to.
