Pennsylvania Credit Union League, Harrisburg, has promoted Elaine Royer credit union development specialist of Pacul Services, Inc., a wholly-owned service subsidiary. Maine Credit Union League, Portland, has elected the following officers to its board: Normand Dubreuil, chairman; Ralph Ferland, vice chairman; Phil Moreau, secretary; and A. Bosica treasurer. In addition MCUL has elected Anne Boulette director and Dave Sayers director. Capital Communications Federal Credit Union, has promoted Robert Roemer to assistant vice president of information systems and Danielle Carusone to assistant vice president of member services. Vermont Federal Credit Union, Burlington, has named Jason Racine information systems specialist.
