Skyraba vice president of marketing. Colorado Credit System League, Arvada, has named James D. Holt executive vice president. Portland Teachers Credit Union, Ore., has announced that Phillip S. Carrier has retired. Carrier first came on the PTCU board in 1962, and served as Chairman for 18 years from 1972 until about 1990.
